4.                  Ad hoc committee on Governance

Chair Mumy explained that the idea for this committee began in Faculty Cabinet and focused on ways to improve faculty governance on the college level. Secretary of the Senate, Professor Susan Fisher, suggested that the committee be empowered to look at governance beyond the college. This comment sparked an extensive discussion on the involvement of faculty in various departments and colleges around campus. Dr. Fisher also suggested that the committee examine the policies and procedures booklet as well as the patterns of administration.  There were a significant amount of comments noting that OAA must be on board with any improvements that Faculty Council tries to make. Dr. Blackwell moved to approve Roman numeral one of the proposal. Professor Sally Rudmann, Secretary of the Faculty, moved to approve the following language: “develop proposals for processes that will facilitate the achievements of appropriate shared governance in the college.” Dr. Blackwell made a friendly amendment to add “and consultative practices” after governance. There was an extensive discussion on what OAA charges the colleges pertaining to governance.  Dr. Blackwell suggested that the charge add “collectively examine college level governance documents and instructions pertaining thereto in the policies and procedures handbook.” The motion passed, 21 yes, 11 no, 1 abstention. Dr. Blackwell suggested that the Executive Committee of Faculty Council select the membership for the committee. The motion passed, 27 yes, 0 no, 4 abstentions.
